How to create a responsive "gallery" in wordpress?

I want my “gallery” to look like this(dont mind the grid lines), although gallery is a misnomer because I don’t necessarily need “typical” gallery functions other than maybe a smooth hover effect:

This would be a native state of one picture:

Needs:
-I need each picture to have this hover/rollover effect above
-I need my “gallery” to be responsive
-Each picture needs the space under it for text(can be excerpts but doesn’t have to

Help! I am running through ideas/plugins/code to get this done right!

I have used this plugin, along with another called essential grid, neither have accomplished this:
