    A CPT dashboard? Do you mean a post list table? The “dashboard” (at /wp-admin/index.php) in WP is unrelated to post types. Many people expand the term to refer to the entire admin area.

    If the post type is registered with the “show_ui” argument set as true, the list table and a admin menu item leading to it will be visible to all users who have adequate capabilities for the post type. This holds true for both multisite and single site installations.
