How to create this simple plugin?

    I have two different themes for my website, a desktop theme and a mobile theme but I use only the shortcodes in my desktop theme but they don’t parse properly in my mobile theme.

    I’ve read somewhere that creating a plugin will resolve the issue, but I don’t know how to go about doing this.

    My desktop theme has a shortcodes.php file containing the shortcodes but I don’t know if I’m supposed to just paste the entire code in this file in my plugin.
