How to deactivate all plugins when not able to access the administrative menus?

  • HELP i deactivated all plugins on my admin control panel because i had issues with a plugin and when i went to reactivate them this happaned (check the wesite link for reference) the website cant be accessed and the admin panel doesn’t work either and i dont have copies of the database downloaded. is there a way to gain access to the database without being in the controlpanel
