How to delete users by email address in bulk?

With all the spam on the internet (since its inception), it seems so bizarre to me that WordPress does not have a delete-users-in-bulk feature. But perhaps I’m mistaken. How should I delete over 10,000 users by email address?
The standard method gives an error if more than a couple hundred users are deleted at once. This is because the standard method bizarrely uses the GET method rather than POST.

Yeah, I tried that plugin also, but I think you must list each email address. :/
Since I had only a few legitimate users I exported all users to verify which were legit. Then I changed the role of the legitimate users to something other than subscriber, then used the Bulk Delete plugin mentioned above, then reverted the legit users’ roles.
