How to display images based on Media Library tags

Hi:
I’m looking for a way to display images on the front end of my site based on Media Library tags and am hoping you can help or suggest a solution.
I’m creating a site wikiclothes.com that’s an image based knowledgebase. It will be an extension of my current site theclothingvault.com
Based on certain search keywords, image tags, etc, a number of images would be displayed dynamically. Similar to how a stock photography site is set up with the exception that nothing is for sale.
Just like shutterstock.com, when an individual image is clicked a page opens showing additional information about the image as well.
The problem I’m running into is that there doesn’t seem to be a way to individually tag these images through the main gallery or portfolio plugins.
Further, I already have my images tagged, description, title and alt tags added to the images on the computer. So, in an ideal world I’d just upload them and your plugin would be configured to read that data, map the fields, and (if this is possible) create a post page that would display both the image as well as the descriptive data.
Does this make sense, and is there a way you know of to accomplish this?
