    From the screenshot, it looks like this order was for an address in Turkey.

    I tried recreating this issue in WooCommerce, using a billing address in Turkey and I could not.

    I would recommend taking a look at any customizations you’ve done directly to the checkout page. If that doesn’t help, you’ll want to check if either your theme or another plugin is doing this.

    For that, I recommend installing the Health Check plugin. With that installed, activate “Troubleshooting” mode and then reactivate WooCommerce and nothing else. You can then try placing a new order and see what that order information looks like.

    Checkout Field Editor for WooCommerce was installed. This plugin save the city as state code. I uninstall this and install this plugin https://woocommerce.com/products/woocommerce-checkout-field-editor/ and my problem is solved. thanks a lot
