How to display text above the list (not as a first element of the list)

Hello,
I want to add text above the list. The function title_li displays the text as a first element and not above the list. Further, all elements are one step “lower” then, as the title has the highest hierarchy.
As I use this to display sub sites when there are some, I cannot just add the text before the shortcode. Otherwise there would also be text if there are no sub sites.
