How to edit .Htaccess file

Hello,

I was wondering how do we edit the Htaccess file.

I have a website : https://fiore.sageyelm.com/ and I am clicking an element or somehting on the home page and it takes me to: https://fiore.sageyelm.com/blog/portfolio_shape/hgvhgvhg/

I was wondering if there is a way I could change the structure of this? I do not want to have it like /blog/portfolio_shape/hgvhgvhg/ I want to have it like: /programs/hgvhgvhg/ Is it possible?

And when I click the link why does it show a 404 error??
