How to edit the User Verification Email?

I want to do one of two things: Either edit the ‘verification email’ a new user trying to register gets after they’re verified and put some instructions in it or send them an another email with instructions after they’ve been verified.
I can’t seem to find a plugin that will allow either of these that works.
And I can’t find where it is normal possibility.
