How to email users based on role

I don’t want to send newsletters. I don’t want to email ALL users. I don’t want to send a predefined email, but one I write before I send it. I’ve spent the last 2 days searching and reading about plugins that send emails, user management, and everything BUT the plugin I’m wanting/looking for. if I find one, it’s — gee — only a year or two since it’s been updated and is not for WP 4.0 or even 3.9.2.

Is there already a way to do this in WP? Or does anybody know of a plugin that does this? (Or who is working on one? [If so, please give Admins the option to save email drafts])

Please help me out. My back is killing me and I’m starting to rip my hair out… ;>

PS, I’d put a link to my site, but right now, it’s still in the testing subdomain and under development. There’s not really a “problem” for someone to see.
