How to enable and handle a waitlist for events if demand exceeds spaces?

Hi,
I’d like to limit available spaces for any given event as intended by Events Manager. However, even if a particular event is fully booked, I’d still want users to make a booking, which should place them on the waitlist.
If someone with a ‘regular’ booking would cancel her booking, the first person on the waitlist (first come, first serve) would automatically have her booking accepted. Ideally, a notification email would send to her, too.
How’s that done?
