How to enable Rich Text Editor

I realize that this is a brain-dead question. But could someone kindly tell me how to enable the rich text editor? Is this editor the same thing as TinyMCE? Is it the same thing as “visual editor”?

I have been sent to the dashboard -> users-> profile page, and I have searched that thing over and over and I see NO box or tab or anything having to do with the rich text editor. Does it not show up on the page of the admin? I asked my husband to search the page, just in case I am truly stupid. He couldn’t find it either.

I hope I am not breaking any rules by asking. I’m just trying to make my visual editor work. (and yes, I’ve tried everything on the master list).
