How to enable tinyMCE for the comments?

I’d like visitors to be able to leave nice HTML comments- how the I enable some editor to help them?

and another thing – I noticed that the comments are “compressed” in the sense that line-break is disregarded so one can’t use paragraphs in the comments. how do I change that?
