How to enable XMLRPC in WP 4.3

Looks like this works:
add_filter( ‘xmlrpc_enabled’, ‘__return_true’ );

where do you enabling it and how? care to share? I’m looking for the same answer.

Add it to the bottom of your wp-config.php file
