How to exclude some blogs from caching on multi-site installation

I found that W3TC cannot installed by blog wise on multi-site installation? When I paste the w3tc on a multi-site installation and it does not show on child blogs even if left it not activated as “Network activate”. How can I exclude w3tc activated on some blogs.

Also there is issues with minify css with woocommerce plugin css. I even tried to exclude specific css from minification but it is not working. How can I exclude woocommerce css from minification globally on a multi-site installation because each blog has separate urls for the woorcommerce pages and css files?
