How to filter 2 columns decimal values in a range and keep everything beside it?

    In my case I want the initial and post interest rate between e.g 1-7
    Client X 1.4 Client X 1.7
    Client X and decimal value are in separate columns. There is also other data to right and left of it. The reason I want this is so I can filter the higher interests’ data to look at first.
