Unfortunately, at this time, the Store Hours Manager permissions are only set for Admins to manage.
If you want you can customize the WP User Role environment for your Editor role user.
However, you would have to use a WordPress user role management plugin to grant the permissions to an editor role. The role permission is “zhours_manage_options” for the plugin.
Plus one comment, the menu item Store Hours sits under the WooCommerce menu, if that plugin is not accessible by the Editor, the menu item will not display.
You will also need to add a custom menu item, here is the direct link of the menu item to access the Store Hours Manager settings:

Once you manually grant the permission and add a custom menu item, the Editor role can manage the Store Hours settings.
