How to handle MySQL failures

I wonder if anyone can offer some suggestions, please?
For over 24 hours yesterday and this morning, my hosting service had a catastrophic MySQL server failure and it highlighted our total dependence upon this service.
Admittedly, it is hoped such failures are infrequent but it meant visitors were presented with the default “Cannot connect to database” message.
Does anyone know if a solution exists, whereby upon failure to connect – a static HTML page is served up? An email to the Site Admin to warn of problems would be even better!
Alternatively, could it be arranged to point to a different site [elsewhere] upon failure?
Any guidance will be much appreciated!
