How to have a page with Static info on top and posts underneath?

Howdy,

I am working on a site for our church. I’m using the theme from here:

And this is my test site:

What I want to be able to do is have a page that has static information on the top and then have blog type posts underneath it.

For example, if you go to Ministries / Youth, you will see the welcome information. Then underneath that I want to have the weekly posts that the leaders will be posting like a normal blog would have.

However, I can’t seem to figure out how to make that work. Any help would be great.
