How to have such interactive feature

    Help regarding if the same possible through available plugins. How do I start? Do I need to start from scratch with custom PHP programming?

  • Most interactive features use Javascript. Depending on how you store the information in your site, you could use the WP REST API to retrieve them and not need any PHP code, or with custom database tables you might have to write some PHP to retrieve what the Javascript requests.
    This seems to be a bit beyond what a plugin would provide, but you can search: https://www.ads-software.com/plugins/
