how to host outside wordpress and still appear in wordpress tags

    i’m quite new on wordpress and i noticed while searching tags in wordpress some of the blogs that are not hosted on wordpress.com; show up in tags search? how can i do this with my own wordpress blog if i host it on my own server plus other features like related posts from the different blogs show up on my blog and the tags that i use for my postings link back to wordpress tags?

    Will be obliged if anyone please help explain this?
