If your web hosting is creating a problem you can run WordPress locally on your computer & import demo data. Check these tools:

1. https://www.apachefriends.org/index.html (Windows & Linux)
2. https://www.wampserver.com/en/ (Windows)
3. https://www.mamp.info/ (MAC)

If you wish to import demo content manually Yes, there’s a way to import the XML file manually. Here’s the link to XML files.

Fyi: XML do not include widgets & customizer data. Thus you need to configure widgets & customizer manually.
