how to increase Leverage browser caching in W3TC

I have set in the browser cache page to 31536000 seconds with cache with validation. No matter what I do it never changes from 3 seconds. All the local minified js file are set to expieres in 3 seconds.
how can I change this duration.
in fact I disabled the browser cache and and then added the mod_expires.c manually in .htacces files to 1year. but it never get effect. always remains in 3 second. but changes if I deactivate the W3TC
please help, thank you in advance.
