How to layout panels at bottom of page (I'm newbie in WP)

On this website redeggsoftware.com (it’s temp domain) I should place right panel (recent posts, recent comments, etc) to the bottom of the page, also I should add Tags section. I’d like make it the same way as it is done here topcointips.com. Please describe what should I change to accomplish this.

Also please put any links to docs, totorials where I can detaily read about this
