how to localize plugin files??

Either contact the author or prepare it yourself. The first step is to edit all php files and enclose text in appropriate tags (check here to see how’s it done with themes). Then you fire up PoEdit and it creates the .po and .mo for you.

Well, that link explains what to do when you have a .pot file ready, it doesn’t explain what to do when it’s unavailable… or am I wrong?

If the plugin outputs string using __() or _e() he can generate the pot/po file himeself using quite similar method given in the tutorial.
