How to make a certain part of website scroll

i’m kinda new with wordpress and websites and stuff, but id like to know how to make a certain part/area of the site to scroll with the web browser scroll bar.
kind of like this:
(obviously i dont own this site, else i wouldnt be asking this question)
like in the link there, i want only the center part of the webpage to scroll.
