How to make a jquery tooltip for a country map?

Hi. I want to make an image map of this map’s districts https://i57.tinypic.com/2iszk2c.png with popup like in this example https://www.dynamicdrive.com/dynamicindex5/stickytooltip.htm. And within the popup I want to show some statistics. Kinda like this one https://www.electoral-vote.com/. If it is possible, I want it with a rollover too. How can I do it? Thanks.
