How to make a web directory?

  • The very first time I used wordPress as blog in my website. I am happy with that. ??
    Now I am planning to launch a Web Directory on an Industrial Subject, where users can submit their Links.
    My qusestions are:
    1. Does WorpPress provide a Web Directory Template?
    2. If I make a Web Directory here will it against any rules of WordPress?
