How to make URL in Comment unclickable?

I’m hoping to make all the URLs in Comment unclickable and would like to know if it’s possible, and if it is, how.
I’m doing this because I’m concerned users may potentially engage in promoting their own business or anything that they’re not supposed to on my site. I’m not sure if this is what most site administrators do to prevent / minimize that possibility, but this is the reason why I’m thinking about doing this.
I already set up from admin, blocking comment with 2 or more urls in it but would prefer to make all urls unclickable. Can anyone help? Thank you.

Thanks a lot for the link. I added the code to my child theme as instructed and it worked instantaneously. Super!
One question: Since this is an edit to the Appearance / Editor at backend, will it be erased when the parent theme gets update? I’d assume it won’t but can’t be sure.
