How to migrate downloads from one website to another

I’ve tried using the standard WordPress import / export tool, and that causes all files to show “attached file is missing/deleted” error in the edit screen….also tried using WP All Export and WP All Import plugins, but the key for the data for the file doesn’t show up as an option to import.

Really need to get these files migrated, your help will be greatly appreciated, thanks.
