How to modify my attachment (picture view) file?

Hello. I have a crappy, base64 encoded theme and I want to modify it a little.
Actually I want to edit the page where users come and view my uploaded photos, so I can do remove some things and add more features.

I have a file named attachment.php, but if I modify it nothing happens. So that file has nothing to do with this.
Any ideas?
