How to programmatically test if a redirection source/rule exists?

Is there a way to programmatically test if a rule already exists?

I’m writing a routine that programmatically adds redirection rules. Is there a way to test if a rule (source url/regex) already exists – and if so either modify existing rule or skip adding new rule with the same source?
