How to Protect 'Goal Completed' Page Content?

I want visitors to fill out the contact form before accessing a page that has downloads and other content. I have it setup to forward to the /special-offers page after the Contact Form 7 form submission. But how can I keep people from going directly to the /special-offers page and bypassing the contact form? So if people share the direct link with friends, how can I make it verify that the visitor has completed the form? Thanks.
