How to publish a plugin under GNU Opensource?

  • I am relatively new to publishing under GNU / GPL. I am reading These Articles, but can anyone write out a few steps or refer me to a procedure to publishing a WordPress plugin under opensource licenses?

    Also, how do I publish a plugin here?
