It involves blocking the offending IP’s with a ‘Deny from’ in your root .htaccess file. If you not familiar with adding those rules to your .htaccess file, you may want to try an anti-spam plugin like this first:

I should point out that if they’re using true pingbacks (i.e. linking to your site from theirs) the only way to stop ’em is to turn off pingbacks and delete them when they show up in spam, but they WILL continue to show up unless you delete a core file (which we don’t generally advocate, since you have to re-delete it when you upgrade).
