how to remove comments from all pages

How can I remove comments from all pages. Other themes I’ve used have allowed me to do so on the “Discussion Settings” page and/or sometimes on the individual pages themselves. But I can’t find anything in either of those places that turns the comments off completely. No matter what i do, I see that big comment entry field and all this:
