Ok, I activated the option to cache terms and now I see buttons but even after clearing the cache, attribute terms are still there.
The only way I see to fix it is through phpmyadmin and I found these terms in the DB but I imagine that this is not the standard way it should work

I found the issue, there were some products as draft that somehow blocked the cache for these deleted terms
