How to render link preview

I have been playing around with the release candidate build of WP 6.4 and I have noticed that the control for the link inside the native button has no preview while adding a hyperlink inside a native text block contains a preview. I have been looking at the __experimentalLinkControl but I have not been able to locate the origin of the behavior.
