Well typically the fields are stored in the wp_options table, with this data forma: houzez_options[houzez_subject_new_wire_transfer], for example

Well, it did not translate. I added the string into options but it didn’t translate and give me the whole string of the option:

{:en}You ordered a new listing, Payment Method: Wire Transfer{:}{:tw}你訂購了一刊登計畫，付款方法：電匯{:}.

Is it because the string to be translated is an email subject line?

If the “Translate Options” plugin is setup correctly, it should extract the current language part from the string when it’s beeing pulled from the options table.

As for the icl_translate, in WPGlobus the simplest way to ensure that you see only one language is applying a filter.
