how to reset permalink

hello Guys i just moved my site from my old host to the new host, after the movement i can only see the Homepage of my website. but cant asses the admin page of my site and wen i click the links on my home Page i get a 404 error message. i tried to reset the permalinks in phpmyadmin using this command

it did not work. from the research i made i was told that %tag% needs to be included for it to work on the permalink structure. checked the tag field wp-post table but did not see it so i proceeded to insert the above command in the permalink without d tag still dint work. any thoughts
