How to set “image title attribute” for featured images

Thank you, but this one does not work at all. It hasn’t been updated for two years, so perhaps this is why? This is on the right track though! Though I have found no plugin to do this so far.

might be possible with a filter function, like:

Thank you Michael. The solution you’ve found directs me to make a plugin of that code, which I did, but it doesn’t work. If there is a plugin that is already made, that would be great, but I think making my own wasn’t the way to go.
