How To Set Rule For Download Limit

    I don’t know what I’m doing wrong but I can’t seem to set download limits using rules. See my settings here; https://imgur.com/a/k5YoA8D.

    I’ve set both an individual rule for the download, and also a global rule but when I test it on the front end I seem to have an unlimited download of the file oppose to what is stated in the rule. I tested this from both my WordPress Admin account and from a standard user account and I got the same result.
    Please assist me, what am I missing?
