How to set the “Site Title” url

Where in the WordPress config files can I find the setting that sets the URL that is attached to the “Site Title” item?
By “Site Title” I mean the info in the field that is accessed by going to the WordPress dashboard, then Appearance>Customize>Site Identity. Below the “Site Logo” box is “Site Title”.
The default seems to be for “Site Title” to link to the site’s URL. I want to change it to something else.
Where is this behaviour controlled? Can it be changed? My preference would be to edit a php file to achieve this. I don’t believe the theme I’m using enables this.
