How to set up a website for user′s ads

Hi,
I would like to set up a website where users can write their adverts – to sell or buy what they want to sell/buy (for example: https://www.gumtree.com/car-parts-accessories )

Do you know, which plugins, widgets, sidebars or whatever do I need for creating this kind of website?
