How to set up an external link in a new window

I have a You Tube video at this url but would like it to open in a new window. https://www.caringisorganic.com/wp-admin/post.php?post=2811&action=edit. Is there a setting in WP general settings that would do this automatically for all external links or videos? My site is Caring Is Organic https://www.caringisorganic.com.
