How to setup user edit and user access capabilities?

Hi, I’d like to set up a role that can edit all other users except for administrators.

I checked the option that says “Can edit other member accounts?“, and selected all other user roles but administrators.

But it turned out I still needed to set up WP Capabilities in order for this new role to list and edit other users. The problem is that default list_users and edit_users capability are either on or off. It doesn’t allow me to limit edit access based on different user roles.
