You can change the order of posts by changing the get_posts() function on line number 170 in the following Twenty Fourteen theme file.

No! Do not edit the Twenty Fourteen theme. It is the current default WordPress theme and having access to an original, unedited, copy of the theme is vital in many situations. First create a child theme for your changes.

If you edit the parent theme file then changes made it in will be lost and you will have to make these changes again in the theme.

To overwrite / change it develop a basic plugin or use any of the following plugins and in that plugin define your own Featured_Content class on or before the ‘setup_theme’ hook.
