    I’ve just designed the page in Photoshop. And I am about to start working on it in WordPress.

    Some are just harder to do than others.

    Yes, it is possible for someone experienced in various aspects of web development to re-create that design with HTML and CSS (and a few well-chosen theme-related WordPress functions, using PHP).

    You would need to customize the header / logo.
    You would need a custom menu(s).
    You would need a custom background.
    You could achieve some of it with custom widgets / creative positioning of default widgets.

    To create a responsive theme (one that looks good on various screen sizes), is difficult though.

    While MANY developers on WordPress are self-taught hobbyists, this is not something you are going to be able to do in a day, or even a week.

    That page design is not that hard to do, if it’s one page that looks like that. Trying to make every page fit that image (or different images on each page) is more difficult to do with the theme. But every page can have it’s own image and the content can be adjusted to fit with the image, if you build it in the editor (either with blocks or use a page builder plugin).
    The menu is too small, but it is doable. (My theme supplies two menus that you can arrange that way. The image between them could be a background image or an image widget –in my theme.)
    The blocks of text with image is also not that difficult, but are those posts or just content for this page (dynamic or static)?
    The way to move forward is to define which parts are dynamic, and what you want it to look like at different window sizes.
