How to stop page from jumping to input boxes

How do I prevent the page from jumping down immediately to input boxes, like on posts and for the members search bar. I think it’s in one of the php files but I don’t know what function call is doing this. I managed to fix the profile page from jumping down (from another post here), but I want to have the rest of the pages the same (not jumping down to immediately post a reply or jumping down to the search box).

This should really be the default option. People want to actually read the comments and post before making a reply.

EDIT: I found the option to turn off the page jumps for the posts, now I just need to figure out the members page
